Recently, in order to thoroughly implement the spirit of the Ministry of Industry and Information Technology’s “Notice on Further Supporting the High-Quality Development of Specialized, Sophisticated, Distinctive, and Innovative SMEs” and to carry out Hubei Province’s 2025 plan for cultivating such enterprises, a management‑diagnosis initiative for specialized, sophisticated, distinctive, and innovative SMEs—organized and guided by the Hubei Provincial Department of Economy and Information Technology—was successfully conducted at Huibei Tri-Ring Clutch Co., Ltd The event aimed to provide targeted support to “Little Giant” enterprises in overcoming managerial bottlenecks and enhancing their core competitiveness. A dedicated expert team, comprising seasoned management specialists from the Saibao Certification Center—Mai Jianbin and Wang Lizhong—was specially invited to conduct a comprehensive diagnostic assessment focused on corporate management and operational efficiency.

At the kickoff meeting, Zhang Bo, Deputy General Manager of Huibei Tri-Ring Clutch Co., Ltd, extended a warm welcome to the expert team. He emphasized that all departments should attach great importance to the initiative and provide full cooperation to ensure the diagnostic process yields tangible results. Expert Mai Jianbin explained that this assessment is conducted in strict accordance with the “Guidance on Management Improvement for Small and Medium-sized Industrial Enterprises (Trial),” focusing on a systematic evaluation across nine core areas: strategic management, human resource management, innovation management, quality management, supply chain management, marketing management, financial management, digital management, and risk control. The goal is to help enterprises identify management gaps, establish mechanisms for continuous improvement, and comprehensively enhance their operational and managerial capabilities.

During the diagnostic process, two experts employed a variety of methods—including high-level interviews, departmental roundtables, on-site visits, and document reviews—to conduct an in-depth examination of key areas such as R&D, production, and quality control, comprehensively identifying pain points and challenges in operational management. Drawing on industry best practices and the company’s specific development context, the expert team formulated 13 concrete recommendations in their on-site discussions and subsequent “Diagnostic Findings and Improvement Recommendations Report.” These recommendations span multiple dimensions, including strategy implementation, innovation system development, quality‑management enhancement, digital transformation, supply-chain optimization, talent‑pipeline building, and risk‑management mechanisms, thereby providing the enterprise with a clear roadmap and actionable guidance for achieving refined management and high‑quality growth.

At the diagnostic summary meeting held on October 11, the expert team systematically presented the core issues identified during the assessment and proposed actionable recommendations for improvement. The diagnostic report objectively evaluated the company’s strengths in quality management, technological innovation, and other areas, while highlighting key shortcomings in standardization, process control, and data‑driven decision‑making, and offering practical, implementation‑oriented solutions. Vice President Zhang Bo stated that the diagnosis was both precise and insightful, with the expert team bringing extensive experience and delivering highly professional advice, thereby providing clear guidance for advancing refined management and steering the company toward high‑quality development. He urged all departments to attach great importance to the findings, promptly develop corrective action plans, clearly define responsibilities and timelines, and ensure that all improvement measures are fully implemented.

The successful implementation of this management diagnostic initiative represents an important practical step for Hubei Province in providing targeted services to specialized, refined, distinctive, and innovative enterprises and in elevating the quality of SME development. By combining the empowerment of professional institutions with proactive improvements by enterprises, the program has effectively strengthened firms’ resilience and their capacity for quality management, offering valuable experience and serving as a model to accelerate innovation, transformation, and upgrading across the province’s specialized, refined, distinctive, and innovative enterprises.
